ACCESS EASEMENTS ON BLM LAND Access easements for the purposes of ingress and egress, being 100.00 feet wide, 50.00 feet on each side of the below described centerlines: Easement A – Beginning at a point on the west line of Section 12, T. 3 N., R. 15 W., which bears S00°04’27” W a distance of 50.00 from the northwest corner thereof. Said point is also on the centerline of the La Paz County “Vicksburg Road”. Thence S89°54’16”E is parallel to the north line of said Section 12 for a distance of 2642.31 feet to a point on the west boundary of the east half of said section 12. The sidelines of the above-described easement are elongated or shortened to terminate exactly upon the boundaries described above. The above described “Easement A” contains 6.07 acres. Easement B – Beginning at a point on the west lines of Section 13, T. 3 N., R. 15 W., which bears S00°03’43”W a distance of 74.23 feet from the north west corner thereof. Said point is also on the centerline of the La Paz County “Vicksburg Road”. Thence along an existing road, S87°00’15E a distance of 118.66 feet; thence N88°33’50”E a distance of 1203.31 feet: thence N87°33’24”E a distance of 1322.64 feet to a point on the west boundary of the east half of Section 12 which bears S00°04’09”W a distance of 14.15 feet from the south quarter corner thereof. The sidelines of the above-described easement are elongated or shortened to terminate exactly upon the boundaries described above. The above described “Easement B” contains 6.07 acres. Easement C – Beginning at a point on the west line of Section 13, T. 3 N., R. 15 W., which bears N00°03’43”W a distance of 1907.08 feet from the south-west corner thereof. Said point is also on the centerline of the La Paz County “Vicksburg Road”. Thence along an existing road, S76°13’15”E for a distance of 2721.94 feet to a point on the west boundary of the east half of said section 13 from which the south quarter corner thereof bears S00°02’36”W a distance of 1265.53 feet. The sidelines of the above-described easement are elongated or shortened to terminate exactly upon the boundaries described above. The above described “Easement C” contains 6.25 acres. GEN-TIE EASEMENT A strip of land situated within portions of T. 3 N., R. 15 W., T. 3 N., R. 16 W., and T. 4 N., R. 16 W. of the Gila and Salt River Meridian, La Paz County, Arizona, being located upon on BLM lands, Arizona State Land Department lands, and private lands. Said easement is for the construction, operation and maintenance of a 500kV gen-tie power line and is 200 feet wide, 100 feet on each side of the following described line: Beginning at a point from which the east quarter corner of Section 31, T. 4 N., R. 16 W. bears S04°07’27”E a distance of 641.69 feet: thence through sections 31, 32, 33, 34 and 35 of T. 4 N., R. 16 W., and through sections 1 and 2 of T. 3 N., R. 16 W., and through sections 3, 4, 5, 6, 10, 11 and twelve of T. 3 N., R. 15 W., S78°50’58”E a distance of 50010.01 feet; thence S81°59’44”E a distance of 7546.75 feet to a point within Section 12, T. 3 N., R 15 W., from which the east quarter corner thereof bears S69°05’49”E a distance of 1565.83 feet. The above-described 500KV GEN-TIE EASEMENT contains 258.76 acres, of which 4.90 acres are located within private lands in section 10, T. 3 N., R. 15 W of the Gila and Salt River Meridians, La Paz County, AZ- in District 3, Supervisor Holly Irwin. Property owner USA: Agent, Ranegras Plains Energy Center, LLC, requests a Major Comprehensive Plan Amendment to change the land use designation in the 2005 La Paz County Comprehensive Plan from ‘Public Land (BLM Land)’ to ‘Employment Center’ for allowances of solar land uses. This request was heard by the Planning & Zoning Commission at their regular meeting on December 5th, 2024. - Community Development

3. Call to the Public: This is the time for members of the public attending in person to comment for a limit of three (3) minutes per person regarding matters not designated for a public hearing. Members of the Board may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to A.R.S. § 38-431.01(I), action taken as a result of public comment will be limited to directing staff to study the matter, responding to any criticism or scheduling the matter for further consideration and decision at a later date.
